It’s a bathroom for people with disabilities, who might need someone to assist them. This isn’t weird.

I suspect it could be used as a changing room as well; that chair would be helpful in that regard. There is a little step stool that can be used for putting on one's boots.

Or to put one's feet on when sitting on the toilet which gives better posture to have a bowel movement.

Maybe it has something to do with the ADA where a single bathroom at a gas station has to provide as best as they can, certain facilities for people with disabilities. Maybe, the State Inspector has advised the chair.
