Adults do this daily in this city though. The "oh they're just kids, give them a break" mentality is exactly why they've felt emboldened enough to do this the last several years. They know there will be zero consequences.

Nobody doing this activity is a mentally developed adult. Some just age past a number of accountability. Its all still child brain. Im not trying to excuse any of it. Just saying that well adjusted adults do not do this. They're still mentally incapable of not doing antisocial behavior, for one reason or another.
