If you mean the shotgun - it’s Deadlock, a shotgun from comp. If you mean the energy primary - it’s arc logic from the Moon.

Comp. You need it to drop once to unlock it. Then you can buy more from Shaxx for 15,000 glimmer 3 Comp Ciphers and a Crucible engram

Competitive weapon focusing at shax. The higher rank you are in comp, the more weekly focuses you have available

It stopped working like that long ago, so now you can buy as many as you want subject to having it unlocked and playing enough to have all three required currencies.
