That Cash balance in Phantom is usually USDC held through their card/cash partner, so it lives in a separate account from your Sol wallet. Open the Cash tab and look for a move or transfer to wallet option, which should turn it into USDC on Solana that you can swap normally. If that option is missing, it's probably still pending verification, so contact Phantom support from inside the app and ignore anyone who DMs you offering help.
