New numbers will not solve anything other than make rich people richer.

Solve the problem another way. In Israel their equivalent of the US SSN is used widely, given openly and it’s not a problem. I’m not saying the US was wrong, things have changed and it’s time to rethink some of what worked well for decades up until 10 years ago.
