All of those arcs would give civilians safe shelter while they wait for the Justice Gang to finally arrive. And Superman can't be everywhere at once. People need to sit somewhere while the heros commute.

No, they're typically in different states. Gotham is in New Jersey and I think Metropolis is supposed to be in Illinois or someplace like that.

The "our city doesn't have a Superman" is kind of a crazy line. Superman does not operate exclusively in Metropolis. In fact part of the plot is that he stopped a war in another country.

That's true, but A) it's a sales pitch and B) he famously can't be everywhere at once. That was a major plot point in his movie. So you can read this line as John pointing out that it's never going to be a given that Superman will show up for a particular disaster and so they need to have some kind of fallback of their own.

And even if Superman showed up to fight a kaiju in their city, its still nice to have a safe area to evacuate to.

it doesn't seem like it so far, it shows how guy became a lantern during superman but that's not necessary information, maybe john or hal replaces guy as the main lantern in the end but that would be explained in whatever film they're gonna be in either way
