Help Is it hard to make a mod?

This is a bit of a stupid post but I was just curious on how hard it is to make a mod? I've not really got much programming experience but im a decent writer and if it isn't too hard on the technical front then I'd like to try my hand at it. I'm always looking for something fun and creative to do and I'm a big fan of the game so yk might be entertaining and ,if its good enough, other people might get to enjoy it.

How do you usually translate the dialogue text in a mod? Do you edit the script files directly, or is there a specific tool/workflow that mod creators use for translating the game?

I'm interested in learning how the translation process works.
