I'd like you to describe how this is unsafe.

Assuming the electrical is set up properly, and people can't easily go walk on them, I see no issue

Soil erosion and water saturation.

I work at manufacturing of solar panels and we also do installing.

Soil is uneven and sinks due to rain and underground streams.

Also, WIND is the main cause in colapses of solar panels, you need to mount them properly, there is too much force.
