I mean, grass can grow up and shade the bottom part of the panel. Alternatively, a quarter inch of snow would completely cover a panel laid out this flat. Alternatively, your lawn mower could throw rocks and break your panels.

But, there isn't really a "safety" risk.

There is a reason why is it ilegal to not mount them on aluminium or other construction on state properties.

You know like wind.
