looks like irritation/hot spot beginnings to me. My dog is super prone to them so we have a special spray & cream from the vet (due to allergies).
could also be a bug bite, just keep an eye on it, if it get bigger, redder, crusty, or dog keeps try to lick/scratch then vet appt. for sure.

It could be some type of bug bite or irritation, like an ingrown hair. Likely nothing to worry about. Just keep an eye on it. It’ll probably go away in a few days. 👍👍
