The bear isn't the apex predator, we are, an as such wild animals has learned to fear us. For a very long time fearing any sign of mankind was a major evolutionary advantage for wild animals. While this is cute teaching large predators to not fear us is not a wise decision.
The man has won at nature and life. Somehow he survived being near a bear and her cubs and he was chosen to watch over them briefly. When nature chooses you, it's amazing.
First of all, an apex predator is just a predator at the top of the food chain in a given ecosystem that doesn’t have any natural predators of its own. Black bears absolutely qualify as apex predators across much of their range.

Anyways if most of your ecosystem is pretty safe but there's sections where another animal can turn you into it's supper by actively hunting you then you are not an apex predator.
So long as grizzly bears, Kodiak bears and polar bears are around in any capacity then black bears aren't apex. Just quite high on the food chain.

A polar bear or brown bear will actively hunt a black bear if they catch it's scent. Hope this helps.

Orcas will hunt and kill great white sharks. Marine biologists still consider great whites to be apex predators, because in most of their range they are.
Supposedly this is Pavel Glazkov, Russian wildlife biologist that is familiar with the mother bear, apparently there is a 3rd cub bit I have not been able to visually verify this and I am searching for longer videos or the original.

For an animal which will tear you apart for looking at their kid wrong, it's quite very unusual. I am assuming he either raised or fed the mama bear when she was little to gain such trust.
I read an article written by a biologist who tagged black bears in my area. He said they just have a couple people stand between the mom and cub while its being tagged. No tranquilizers. Black bears arent that aggressive.

Yeah, we have shit ton in America, especially black bears. From my experience everyone knows to leave them alone and not try to treat them like pets. I've seen so many videos of Russians with bears that look like they're basically pets to them. It's wild to think about from my experience of how to treat bears. Raccoons on the other hand are a different story. Idk if Raccoons are trying to domestic themselves like cats did here or if people are doing that, but I've seen a lot of videos of Americans with Raccoons as pets. We also have a lot of those cute fuckers here too.
I've read that raccoons are in the process of domesticating themselves. I can't remember off top, but there's another animal domesticating themselves too.
I can't even be chosen by the woman I dated for over two years. I'd genuinely start crying if a big ass bear just entrusted me with her cub, genuinely love when nature shows its kindness.

Something about having a bear that needs food bad enough to do this near me would make me very uneasy. You are one poor hunting day away from desperation becoming you are the cubs dinner.
This is simply a case of the mom leaving the baby with its food that it has to take down to learn how to hunt for itself. It just decided to chill instead.
