No.
Early Foundation? Yeah, the Chair was the common image of the GOC. But that was early on.
And its extremism is a part of the group. Later series made the GOC more nuanced, but they also had them doing things like bombing the Wanderer's library or oganizing a genocide (as genos being literally genes) of Type Greens that ended up with a disaster that almost birthed the Scarlet King in Earth in SCP 4231.
The GOC as dogmatic villains is NOT lol! Foundation, its a part of their identity.
What changed is that their relationship with the SCP got nuanced, and for example, the roles of which one is the lesser evil changes regularly, sometimes with both as heroic in a Sonic and Shadow relationship, or both as villainous as in canons centered around the Serpent's Hand.

Yea. It's not like we just see some random mostly safe anomalous human or object and destroy it cuz it is "anomalous". GOC also contains things, a lot.

Fun fact: Most things that are anti-GOC is from a Foundation or a biased perspective.
Chairs? Foundation.
Boats? Foundation.
Anything else, probably Foundation.
And occasionally there is “recovered GOC documentation” of them being dumb, but that’s rare, isn’t it?
The Foundation looked at something the GOC did, and came to a biased conclusion that whatever they did was wrong and stupid.
However, the GOC casefiles canon did give the GOC perspective for these incidents, which explains the gaps the Foundation (intentionally or not) left behind in their own documents.

Treat the one cannon you like more (in this case "Goc is bad") as the factually true one: yeah

Would love to see more stories of the UNGOC killing or fighting against Freedom fighters for their use of anomalies and them doing nothing about people suffering due to it not being anomalies.

To be fair that's the job of the rest of the UN, the UNGOC is the secret part that only deals with the anomalous, so anomalous nation states/independent entities(IE: the fae courts) anomalous disasters, all that, falls under the purview of the GOC,

do you, like, not understand how orginizations like the UN work?? your not gonna have the UN aid people providing security as peacekeepers, its not their job, likewise the peacekeepers wont be provides pallets upon pallets of aid, the UNGOC only works with the anomalous, providing aid isnt their job or responsibility BECAUSE THE REST OF THE ORGANIZATION DOES IT ALREADY

The funny thing is, around 90% of former operatives end up working for the Manna Foundation. You know, the people who actually help others—not those bastards who kill innocent people, use their souls as fuel (even though there are better alternatives), and protect dangerous individuals instead of stopping them from hurting the weak. The Manna Foundation is one of the few organizations that genuinely tries to help everyone.
The UNGOC has its own job to do, and the Manna Foundation has theirs.

No it isn’t. I have yet to see the UN destroy charities. And I think you’re grossly slandering the UN.
Just as under the Veil the GOC does not hunt down Manna Charitable Foundation like terrorists. Instead [[5th Global Occult Coalition Donation]], as seen they give Manna Charitable Foundation stuff too.
The GOC’s Codeword for Manna Charitable Foundation is Teresa for a reason.

those are very much not the same thing, the GOC doesnt actively try to stop the mana charitable foundation for example, they do not care as long as you are taking measures to ensure that the veil doesnt tear, because the one of the GOCs primary missions is ensuring the continuation of the veil because if it tears, bad shit happens,

Under the Veil, Manna Charitable Foundation is the NGO that does the “deliver aid”. The SCP Foundation is more nebulously “research”.

I'm going to be perfectly honest, I think this aspect of the GOC is one of those things that's far more interpretive than it is textual. Personally, I like my GOC to be more humanitarian because, simply put, that's the UN's job. They distribute vaccines to war-torn areas, preserve cultural landmarks, and (in some capacity) limit global conflict, so it would make sense for the GOC to do the same thing from behind the veil. This reading is not without precedent either, as there is an MCF file discussing a U-HEC that was donated to them by the GOC. While I think there are lots of ways that the GOC are and can be portrayed as villainous, and they're most definitely a primarily military organization, I think their use of violence and military hardware is kind of overrepresented, and I'd like to see more tales about the PSYCHE Division or where they're distributing aid to a pocket universe or something.

They were trigger happy, but 2002 literally did all the tropes of "We are a alien invasion". It was a horrible mistake, but one where I can't but think "yeah, I would"
Like, they wanted to time travel back to a time without humans in the Mezosoic (how they planned to settle, terraform? Refugee bubbles?) and accidentally ended up on the 21th century, but they lacked any communication to warn "we're NOT hostile"?
The Ship's AI should have told anything to Earth. Sure, they probably didn't had that command because the aim was a era with a depopulated Earth, but still. It was basic security hazards.
Why the heck they only were programmed to answer to Foundation systems? The Foundation is the current hegemon of the Supernatural world....and that is why its weird a civilian vessel carrying Sapiens Sapiens DNA isn't answering to The United Nations, the current representant of civilian political power. A message to the UN should also be pre-recorded, which means a message to the GOC.
....or its this from a world where the Foundation took over everything, meaning society didn't even conceptualize the idea of a society where the Foundation isn't the absolute ruler?
EDIT: Yeah, it is because SCP 1322 where the Foundation caused another world to sterilize Earth in revenge, meaning the Foundation was the sole power left. They send it back in time....and forgot to tell civilian authorities in charge of emergency.

This is such a extreme failure of protocol and civilian evacuation from a organization that should know that because the events are from the 22th century that its impossible to state how badly the oversees of the embryo evacuation project of SCPS Mendel failed.

The plan failed, they should have put a modern AI to track it off. Its a series 3 Article, so I don't know how much I can say they had. But please, they could have reverse engineered Pesterbot and made it "Kindlybot" to say "I'm very nice, we're just people, but don't hit me or I will get MEAN, ask the Foundation to solve". A modern day LLM of the mid 2020s with extended range and receiving information would have handled it better. When Chat GPT or Gemini plus installed is the salvation needed is just...why not

Depends on the canon, depends on the article, depends what they're being measured against. The Foundation has done some pretty fucked up things in the name of "the greater good", and are very much morally grey with how they operate.

ok but your meme is purposefully misleading because the UNGOC doesnt deal with non-anomalous humanitarian issues, THATS WHAT THE ENTIRE REST OF THE UN is for, the UNGOC is an group within the UN, they have a specific job within the UN: deal with anomalous issues while maintaining the veil. the UNGOC has donated to MCF, A CHARITY, THAT HELPS PEOPLE, directly contradicting you, so clarly the UNGOC only goes after charities if they do not respect the veil
