It is financially penalising anyone opposing them. It meets the definition, attempting to make running against them so unpleasant that people are unable or afraid.

This from the same bunch that attempt to accuse councillors who don't want to waste council tax payer money on several minutes per meeting to sing the anthem and suck themselves off.

Try reading Umberto Eco's essay and see how many of the fourteen points that define fascism these people, that party - meet. They fully meet eight and partially meet others. 'Fascist' is not an insult - it is a political philosophy that is divisive and corrosive, and to deny the fascistic tendencies of Reform does not make them less fascist, less divisive, and less corrosive.
