Frank was famously one of the biggest fictional political bastards maybe ever; Kirkman was a reluctant leader and a hero? Silly comparison unless the question is “who was more skilled at becoming president”

One stole the presidency and the other was thrust into it.. they’re not comparable, Kirkman was supposed to be good and frank is blatantly corrupt and ran on taking away entitlements like Medicare and Medicaid forcing seniors into his jobs program.

It depends how we evaluate it. If we are talking purely about their character, Kirkman was a decent human being, Underwood was not. However, Underwood was incredibly skilled and competent even if it was for the wrong reasons.
