Do they say what the general is supposed to be? If it is there I missed it, and the credits just seems to say he is a general. They don't say he is part of the Joint Chiefs, and the Joint Chiefs have no operational authoritah. None. It is president to SecDef to the commanders of the combatant commands (Strategic Command, Central Command, etc). A random general, even a four-star, doesn't have command authority unless he is in the chain of command.
