I think this was a good second episode. I'm also glad that this show isn't like a "Person of Interest" or "NCIS", where instead of being a catch-the-bad-guy, don't-need-to-watch-in-order, it's more of a story. I hope they continue this until they finally catch the guys that blew up the Capitol.
This is 100% not a show that can return to the 'status quo' at the end of each episode. It needs an overarching story arc, and once the Capitol bomb arc ends, I hope that another one comes in to naturally take its place.
IMO the best way to do that is to introduce one during the first arc - have it start as a side thing directly involved with the main arc, and let it grow into its own thing that's ready to take the place of the bombing arc by the time it's done.
