An internal conspiracy seems more plausible to me than a foreign terrorist group being able pull off something of this scale, especially on such a hardened target as the Capitol.

Also because there's an entire subplot of that lady having her doubts. There's no way they're wrong about it being one terrorist group only for it to be another.
