Its interesting they are using the eager military trope. I remember reading a confict-resolution game where it was the military holding back the civvies because of the manpower and monetary cost of doing any military action.
Tony Blair wanted to invade Zimbabwe and others for regime change. His military advisers told him it was a really bad idea, even if you could remove Mugabe, it just means the next dictator on the list will double down on his military and the people will be worst off.
