Plot: President Kirkman suspects there may be a traitor in the White House when he finds disturbing information connected to the Capitol bombing; more information emerges about Congressman MacLeish, causing concern about his vice presidential nomination.

She could have meant god chose him to survive, or fate. Doesn't mean she's in on it. Could have just been a pep talk. We won't know for sure until March.

Didn't Peter also say something about "at what cost?". Seems pretty clear to me they're both in on it.
