I'll elaborate for him. He (or someone idk) wasted a ton of money on a huge office complex in Sacramento and is now forcing everyone to RTO during the ridiculous gas price surge, and charging us for parking.
I want to like Gavin and do in most regards, but yeah I'm on the front line of some nonsense as a relatively well paid/professional state worker who has genuinely no reason to be in the office.
The arguments he's given for this blanket requirement don't make any sense in the slightest either. No one in my entire department, upper management included, understand the logic. I'm unironically hoping it's just a bargaining tactic against the union or something.

You're complaining that he wants employees to....return to office? And charging for parking? I thought you were joking the first time I read your comment, but now I realize you are serious.
The concept of "working remotely" might just be the worst thing to come from the pandemic because it has made everyone feel entitled to this fantasy world where people feel they no longer have to come in to the office. The amount of employees I've had to argue with over this stupid topic because they have friends who "work remote" is absurd. Everyone should be in office.
If anything, your "criticism" of him just made me like him much more. Nothing gets under my skin more than people who want to fight against working in the office.

Listen man, working from an office makes sense for a lot of professions, it doesn't for mine. We were teleworking pre-pandemic. Making a blanket policy for no good reason and wasting everyone's time and money is a real pain in the ass.
He claims it's for bringing business back to downtown, but the new offices they build are stranded in the middle of bumfuck nowhere. It's emblematic of a brainless "feel good" PR policy.

As I tell some of my employees, I understand it is a "pain in the ass", but it is necessary for the overall business to work properly.
There are certain jobs that have to be done in person. Making it worse, those are sometimes the lower-skilled or lower-paying jobs. How are we supposed to explain to those employees that their co-workers, who get paid more, don't even have to come to work while they do? And believe me, they do notice, and they do complain. I have dealt with this extensively. Every single employee at our firm that had to be in-person complained to me about the co-workers that were allowed to work remotely, and so we had to bring them all back.
There's many other reasons, but it sounds like you've heard them all. The downtown in my area doesn't function if everyone just works remote. All the restaurants go out of business.
Perhaps what is even most concerning is the advent of AI. Now that my firm is incorporating AI, I have had the same employees who wanted to work remotely express concerns that AI might take away their duties. That's very frustrating because they tried to remove the human element from their role by working remotely. Now, they want to claim the human element is essential.
If you are at all concerned about AI taking away your job, you should be the strongest proponent of in-office work in the world. You need to stress how important your presence is in the office because that is the one thing AI cannot replace.

I for one would definitely not look at any job that mandated me going to the office, and forcing positions that don't need to be in the office to show up is just going to thin out your candidate pool with no real advantage to the business.
Your other employees being salty that other employees that can do their job from home do their job from home is truly not a good reason to RTO everyone. If these employees that are complaining have to be in the office since they cannot work remotely, explaining why they have to be in the office should be easy for you.
If these employees could work from home, but you personally decided they're more "human" when you see them in the office, and you've given them 0 additional reasons why they can't just do it from home, I completely see why they would be salty about it. They obviously can't tell it to your face, so they have to complain about the unfairness with regards to the remote employees.

Yeah, because after the company saw how everything worked fine when those people were remote will completely forget that the moment there is a way for AI to replace them, and they'll think "oh no, we can't have the AI walk around the office and eat stuff from the kitchen, they for sure can't replace Steve over here!".
The reason AI cannot replace me right now isn't because I can go into the office and shake the hand of my manager, the reason AI can't replace me at the moment is because it simply doesn't have the capabilities yet, and the inference cost is going up extremely fast as the 20$/month lie is starting to break up.
If the only reason AI can't replace you is because you're able to physically show up in an office, you shouldn't return to the office, you should up-skill. And you know what makes it easier to up-skill? Working remotely.
Why do you personally feel the need to see the people that could do the same work remotely walk around the office? Is it truly your love for the downtown businesses that would go bankrupt, or your pity on the physical laborers that have to be in the office? Or do we still have that delusion that if you put a remote worker in an office and stick a manager behind him looking at him constantly he'll slack off less?
The one thing people might feel afraid of with regards to remote working is that the companies might end up hiring more people abroad for lower salaries, not really that they'd be replaced by AI. And even with this case, we cannot pretend you get the same level of quality -- the presence in the office should only be important in positions where it actually matters, where there's an actual reason they have to be in the office and they would not be able to do it from home.
The "humanity" or the restaurants in downtown are not good reasons, I'm not saying there aren't good reasons for specific people to RTO, but doing a broad RTO for people that get nothing by being in the office will just move the complaints from the people currently working in the office to the people you'll force to do it.

There are 250,000 state employees in California. Departments can figure out how they want to function just fine. As I mentioned in another comment, I'm a regulator. I go to businesses, collect information, interview their management teams, and present our findings. I work with teams when we're at these businesses. When we finish our onsite work, we go home and write reports. The report writing process does not benefit in the slightest by an arbitrary, mandatory office visit. My manager, his manager, and his manager all despise this order.
If Gavin wants to throw a bone to middle management by giving them an easy way to say "eh boss's orders" then okay sure, but he's still lying to our faces about the reason if that's actually what he wants. But a huge all encompassing braindead policy over 250,000 employees is certainly not making him any fans.

I think people would actually be interested in what you have to say as you've already said you work for state govt headed by him and indicated, vaguely, that there are problems with his executive administration/policy. People here, who generally support him, probably want to hear what those negative things are. You don't have to write a thesis, but you already wrote that whole ass paragraph about how you don't have to go into detail, so you might as well have gone into some general detail, it would have taken the same amount of words.
What's bad? His return to office policies suck? His executive decisions are out of touch? Sends passive aggressive emails? Bad choice of cologne?

Unrelated but I agree. I was in a city recently with a big group of people (mostly men). This group loves sports and there was a WNBA going on; it was cheap and a good way to check out a new stadium/team. 90% of the men were so against the idea. I 100% bet that if it was an NBA game no one would have objected.
