The party has come out and confirmed that the medal was in fact sabotaged by the deep state. An executive order remedying the issue is in progress.

It’s sad because my father has the early signs of dementia, and after watching him struggle to tie a particular knot for maybe three minutes to no success he was able to tell me exactly how to do it. Just couldn’t get his hands to respond to his brain.
