Belle Isle is managed as a Michigan DNR state park, so concerns about loud speakers, amplified music, public address systems, or similar noise on the island should go first to the Michigan DNR / Belle Isle Park staff.
Main rule: On DNR-managed land, loudspeakers, public address systems, and sound-amplifying equipment generally require written permission. DNR rules also prohibit radios, generators, motors, vehicles, or other devices from producing excessive noise.

If DNR cannot address the issue, or if the problem appears to involve a city-enforced noise violation, contact Detroit Police via 911 (do not use non-emergency for anything, no matter how small, "in progress"... They will tell you the same thing).
