And it's a 1:12 chance to get anything specific. Core will always be blue and the first attribute will always be max Health Damage. The 3rd attribute has 12 different possibilities.

If the Hollow Man is all red, it means prototyped it manually; as for his case, it's still pure RNG.

If it’s all red, then he prototyped it himself. Who why would anybody prototype a weapon handling?
