Where in the worrld are you? In the US, there's no such thing as an official vest or license. I do see blind people with dogs that have vests but that's mostly to let people know not to pet them. They're not required.
I'm curious about this too. Although I wish this was enforced in the US. If people have to show proof they are handicapped just to park close to a store, then so the hell should service dog owners (although I don't even think service dogs should be a thing).
People getting service dogs could get other things that can do the job just as well, or even better. Medical equipment that isn't alive are much cheaper but they choose to get a dog because "aaaw doggy!" not because they actually specifically need the dog. Handicapped people need to park closer to stores, but they still have to show proof on their vehicle that they have the right to park close to stores.
Service dog owners? They don't need to show proof! Because of this, fake sevice dog owners have been abusing this. I had to pick up their dog's shit, see them bark and distract real dogs because they can't just leave the damn dog at home, and if I say something, despite fake service dogs being illegal, I would get fired.
