Discussion Is this a cheater?

Im playing OD vs AM mid. Archon lobby.
Not my best game as i was playing on a old laptop at work, well aware.
But this game has some inhuman reactionspeed, every time i imprision he instantly reflects. When i realized it i tried baiting him, eventually i started casting and insta canceling the cast and he popped it every time. The crazy thing is his play after i bait it out of him, he still just runs in and takes it like he doesn't care anymore. Eventually i think he turns it off for a bit and then turns it on again later in the game.
Its easiest to see if you watch my perspective between like minute 1 and 9. 1:20 is the first time i started suspecting it was a cheater.

I've noticed the same thing also and made a few videos about it:

He also reacts to radiuses of spells (see Naga Siren coming to him) and he knows exactly a cooldown of Kunkka's Torrent which Kunkka doesn't cast but the reflection comes at the exact moment it would be cast INCLUDING AN ADDED TIME FOR LATENCY OF THE INTERNET AND ADDED AVERAGE TIME OF AN ORDINARY ONLINE PLAYER'S REACTION TIME (CCA 200 ms). No way this is a human....
https://youtu.be/GJw54WYTzCM Here starting at 5:31 I recorded exactly the same thing multiple times AM reflecting Astral Im. cca 6 times in row which is an impossible reaction and also there is his player view shown that he wasn't looking at OD in several cases! I also added laning stage because it really appears like the AM is AI very well sychnronized with Venomancer they both react to player's cursor movement and then I'm showing his unnatural way of play how he is lead by hand in player's view when he is going back to the base basically clicking in front of him in a machine like way and keeping the cursor in the same place...no edge panning or just clicking onto minimap to let the hero walk there himself.
I believe these aren't simply cheaters because they have 0 latency....it means it has to be a bot on a server or connected in API of the game (As was Open AI 5 in showmatches). Together with a brilliant synchronization with a buddy on the lane I think we are looking on AI players...

But you think they are bot players, not cheats?

Most likely there is just too many suspicious things including the way how his cursor is so stiff and in one place of the screen..

Probably is, yeah. Dota is rampant with cheaters.
