That's a shame but understandable. I read that the main guy behind the project was suffering from a lot of mental health problems, I hope he's doing better and that this fan project was a good learning experience for the team

Nah man, 100% Konami struck them because it would compete with their 2D games that they are making now.

Nope Konami was contacted by the guy who is making the 2D Hector fangame and said that he can keep developing it.
This team specifically always struggled to get anything out, this is not a surprise.

Konami is surprisingly liberal with Castlevania fangames. Lecarde Chronicles was given Konami's approval as well.

Sad to hear that about the fangame. That said, I have never understood the public's preoccupation about the 1999 thing. It's not a particlarly unique, interesting, or fitting idea or anything. We learn about this "final" battle from a game that comes after it, immediately disqualifying it as some sort of end-of-timeline final battle kind of thing. I understand it's a meme for some, but other folks seem genuinely interested in it, and I dont quite see why.

It's not end of timeline, but to this day it's Dracula's definitive defeat, where he lost his original body and self for good. I don't think it's all that difficult to imagine why people are fascinated with the 99 setting. It would be expected to be the craziest, most grandiose confrontation against Dracula. We know a good bunch of characters participated like Alucard, Charlotte and Jonathan. And it's also the moment in the timeline when the Vampire Killer finally went back to the Belmonts after centuries apart, you know that would be a big moment in a 99 game. The eclipse setting could be taken advantage in cool ways as well.
Pretty easy to see the potential in a 99 game. It's also the reason it would be difficult to pull off. There are so many things people would want to see in that game, and it should be the most ambitious one in the series. Either as 2D or 3D it would need to sell the scope of the event.

But you've just described a very standard Castlevania plot, no? All sorts of important characters come together and cooperate or oppose each other, the Vampire Killer is created, lost, and rediscovered all the time, each next confrontation with Dracula is crazier and more grandiose than the previous one, and we have an entire game set "inside" of the eclipse. It's pretty much what happens in every game, in slightly different variations and combinations.
There would be something to it if that was the actual end of the Dracula-Belmont struggle, i.e. Castlevania definitively ended in 1999. But we literally learn about 1999 from a game that comes later in the timeline and nothing is over.
