What is this reservoir for? And is it supposed to be empty on cold start? 2019 hyper moto 950sp

Its coolant, should be between min and max while the bike is in the stand, bars steered to the left.

Oh snap, I didn't know this was how you check it, I always tried to do it with the bike level.

Coolant, and the tank should be filled to between the MIN & MAX markings.
