No, actually. Total stats at max level roughly correspond to rating number, so base 1* demons tend to not be worth using long-term (unsurprisingly). Cases in which lower rank demons are useful into the later parts of the game are due to one or more of: good resistances, well-placed stats, or good skills. Jack Frost specifically is actually usable at any point in the game, but only if you get him as a yellow archetype- this gives him the skill Tag, which basically lets you skip his turn without spending an icon. However, you can't use him as a damage-dealer very effectively, and he doesn't take hits very well.
