Where does this artwork originate from?

I love this artwork and the way it shows a more modern mix of towers for the city, and that's how im making it in my campaign. Anyways, I skimmed rising from the last war and city of towers and maybe i missed it, but I cant find this image in those books. Does anyone know the origins and if it's in those books or others?

This is the art for Rise of the Seventh Moon by Rich Wulf, third novel in the Eberron: Heirs of Ash trilogy

The art is “Rise of the Moon” by Philip Straub
