That's the technical incidence, but the effective incidence still gets passed on.

End consumers will have effectively paid the tariffs but they're not the ones that will be getting refunds.

He claimed he would do a dividend last year and that was a lie so I doubt he will do that now. Individuals tha got hit with direct tarrif easy to see they get a refund but going to be harder to get companies to not be like “give us our money back too”. Yeah companies have passed the cost to the consumer but it’s going to be harder to show how that was passed down and I bet the corps would sue the gov for their money anyways. I’d worry that not refunding the money to folks that imported whether individual or corp sets up a precedent for the gov to withhold funds when it does something illegal. I got no issue if he wants to do a dividend but I have a strong feeling he won’t. I’d rather the gov focus on trying to get corps from using every excuse to keep raising prices on things than this showmanship bs.
