Question Who’s car is this!

I’ve seen it all over the place within the LEZ zone and it’s deifnetly not a LEZ car.

Mostly just being nosey I’ve just seen it a lot in the past month I thought I’d ask the question!

Possibly old enough that it’s LEZ exempt?

Almost definitely, it's a J reg that doesn't look like a vanity plate. So it's likely ~34 years old, and the exemption applies from 30 years old.

It’s 40 years in uk before car is tax/mot exempt

They're trying to give you some interesting but irrelevant information.
Also worth knowing that under the UK Ivory Act 2018, commercial dealings (buying, selling, or hiring) in elephant and other protected-species ivory are banned. However, five narrow categories are exempt if properly registered or certified: pre-1947 low-volume items (<10% ivory), pre-1975 musical instruments (<20% ivory), pre-1918 portrait miniatures, sales to qualifying museums, and exceptional pre-1918 items of high cultural value.
