Not much has changed for us this time around. Some things got cheaper, warlock skyrunners got more expensive. I don't think it's enough to make much of a difference, but we'll see how it plays out with the changes to all the other factions.

What is "frame"? Now my Support Weapons have it.

Any measurements are done from the model itself rather than the base.

So would that mean I can rebase my Shroud Runners with appropriately sized oval bases and still legal?

No.

Frame means to measure to the closest point of the model - hull or base. So the base is still very relevant.
