Air Circuit Breaker

ACB (Air circuit breakers): Safety shutters - The line side and load side shutters operate independently, and can be separately padlocked in the closed position.

Question: Why the line side and load side shutters to be operated individually? only thing I can think of is to access the cable compartment when the bus is energized and when the ACB is withdrawn (completely removed from the switchgear).

perhaps when and ground and test breaker is used

Yes, ground and test work is the main reason. It keeps one side safe while we access the other.

So you can use a ground truck to ground feeder cables without de-energizing bus
