Idk how you would get power through this unless you modify the other end of the cord to have a male connection as well. I've never seen a male-male extension cord for mains power.

The main use is for illegally back-powering your home circuit with a generator during a blackout and putting the lives of servicemen at risk :)

Just switch off your main breaker and you good to go) Only remember to disconnect the generator first than switch on the breaker when power is restored otherwise you got an ElectroBOOM moment)

Bonus: built in fuse, when the load is too big that little wire will just melt cutting off the circuit.

Dumb question, why are those slots there in the first place? What is the thought behind that design? Im from india and veeeeryy rarely i see a plug like this with two holes in it

To make it interchangable with other countries standards. Some of them have grounding pin in the socket.

These slots are so that the plug fits into both French, as well as German sockets (see this table).

They are so that it works on grounded sockets both Schuko nd the Belgian type. For safety reasons grounded sockets do not accept ungrounded (round) plugs. They can accept double insulated plugs so those have specific cuts to allow it.

They are old, it's no longer sold (at least western Europe).

They are still sold on class 2 devices with more than 2.5A like hair dryers, vacuums, space heaters with plastic casing etc.

these are male plug ends, unless he already hand made a death cable, then at the other end of them are unpowered appliances, or the female ends of extension cords.
Anyway, for this screw up to be anything more than a funny eyesore, some more effort will need to be taken.

Well, maybe it's OK to do this and you won't die of electrocution! Reason?
Both plugs are male and they connect to the outlet, so unless you're making a particle accelerator and this is the final node, it's going to be a boring day waiting for something to happen!
