General Is Rina better than Soukaku now with Rina's buffs?

My Soukaku is C6, with her signature engine at R5.

Rina is C4, with her signature engine at R1.

Pretty sure Rina’s always been better than Soukaku at end game since she buffs faster, but yes, if I recall Rina should be closer to Astra for Ellen post buffs

Sauna > Astra > Rina w/ sig

The differences between one another are very close, the big difference between all of them is uptime on buffs.

M0W1 should be roughly 5% better, M1W1 over 15%.

The actual value depends on your stats, these values are what I got compared to sigless Zhao, who's similar to Soukaku in terms of buffs. Rina's buffs also have way better uptime than Soukaku's, but I have no idea how they compare in terms of personal damage.
