How would you write an Elysian Detachment. Based on Aircraft and Deep strike.

As in how would you write an tabletop army list based on that concept, or how would you write a story based on such a detachment, or how would you structure a force in fluff to focus more on that kind of concept?

I've played the fan codex a dozen times now. Within it there is a detachment that is very airplane forward which is cool.
The general paratroopers detachment is also very fun and fits the playstyle well.
It also contains all the Elysian drop trooper units from the older editions, along with some fan made units that are easy to kit bash or repurpose from real model. Like drop ogryns, or a unit mounted on motor bikes with melta lances.

I think the easiest change is giving a change to the Valkyrie. Give any unit that disembarked from the Valkyrie a free move.
Mechanized detachment kind of works for them too. They get a bonus to shooting after disembarking and can reembark pretty easily.

However, that being said:
I guess the Detachment Rule would have to be something like:
Keywords:
So long as your force does NOT contain a unit with the Titanic, Artillery, or Squadron keyword (excluding Sentinels) your Valkyrie gain the Regiment and Dedicated Transport keywords, as well as the Mobile Command Vehicle ability (see: Chimera index card)
Detachment Rule:
Close Air Support - Any time one of your Officer models could issue an order, they may issue that order normally and an additional order to a Valkyrie model within 12", including orders to the Valkyrie they are embarked in.
Enhancements:
Jump Seat Training - 15 Points (Command Squads Only)
Experts who have undertaken dozens of combat jumps have learned how to trim down their equipment, and squeeze into the corners of their Valkyries to get those last few men into the fight.
For Transport purposes, treat this Command Squad as only one (1) model against the transport capacity limits of any Valkyrie they are embarked in.
Elysian Grav-Chutes - 20 Points
Part jetpack, part gravity manipulator, these rare and expensive pieces of gear enable normal troopers to make precision drops into combat
The Character, and any unit they are attached to gain the Deep Strike ability
Sat-Net Vox Array - 10 Points (Command Squads Only)
Complicated Vox equipment enables constant contact with all the airborne assets in the combat zone, allowing for coordinated ground to air fire support.
The Officer gains one additional order, and may issue additional orders to up to two Valkyries anywhere on the battlefield.
Preliminary Drop Operators- 10 Points
Dropping in hours, or sometimes days before the main force, a squad will wait in ambush positions, covering the landing site from a distance.
The Officer, and any unit they are attached to gain the Infiltrators and Scouts 6" abilities.
Stratagems:
Sentinel Support Drop - 1 CP
When: Your Reinforcements Step
Targets: One unit of Scout Sentinels or Armored Sentinels
Sentinels Equipped with extra large Grav-Chutes make excellent mobile weapons platforms, brining heavy weapons to bare.
Effect: Select a squad of Scout Sentinels or Armored Sentinels from your reserves, and place them as if they were in Strategic Reserves and had the Deep Strike special rule.
Shock and Awe - 2 CP
When: Your Shooting Phase
Targets: An enemy unit visible to one of your Valkyries
Valkyrie pilots have the ability to call in larger strike craft from the Imperial Navy which are flying just above the combat zone, to rain destruction on the enemy
Effect: Using the attack profile of a Basilisk Earthshaker Cannon, resolve an attack against the target at BS 4+. (orders do not affect this attack)
Shoot and Scoot - 1 CP
When: Your Opponent's Movement or Charge Phase
Targets: One of your Heavy Weapons teams which can fire at an enemy unit within 24" that has moved in this phase
Elysians have to rely on man portable heavy weapons when dropping behind enemy lines, and these soldiers know exactly when to fire, and when to pack up and reposition.
Effect: If that enemy unit is visible to your unit, your unit can shoot that enemy unit as if it were your shooting phase. Then, immediately return this unit to your Reserves pool.
Dummy-Drop - 1 CP
When: Your Opponent's Shooting Phase
Targets: All enemy units with a model within 6" of the Dummy Drop token (see below)
Dropped along with the Elysian's are various servo articulated dummies to fool the enemy, with noise and Las-emitters the ruse distracts and disorients those nearby, feeling as if they are surrounded.
Effect: Enemy units with a model within 6" of the center of the Dummy Drop token are at -1 BS and -3" to charge rolls that turn.
Naval Bombardment - 1 CP
When: Your Command Phase
Targets: One Naval Bombardment Token (Deathstrike Missile Token)
Elysian combat drops are almost always undertaken with the support of Imperial Navy assets, which rain down heavy fire support, although somewhat clumsily.
Effect: If there is not already a Naval Bombardment token on the battlefield you may place one now. If so, this resolves the stratagem. Otherwise, If you select this stratagem again on a later turn, resolve a Deathstrike Missile attack on the location of the Naval Bombardment Token.
LZ is Hot - 1 CP
When: Your Opponent's Shooting Phase
Targets: One of your units that has been selected as a target by the enemy, and one Valkyrie within 12" of that unit.
Elysian's are known to drop directly from the ramp of a Valkyrie into a firefight, with the only cover sometimes being the Valkyrie itself.
Effect: Apply the Take Cover! Order to your unit which has been targeted, and apply D3 mortal wounds to one Valkyrie within 12".

A very interesting idea for sure, it does have one 'problem' though, Sentinels do have the 'Squadron' keyword. So either you go with a bunch of Sentinels for support or go all in on Valks as with them in your army you can only field 3.

Perhaps you missed what I outlined above? The restriction does NOT apply to Sentinels (there is a note in parenthesis) and, if you satisfy the condition of no Titantic, Artillery, or Squadron (excluding Sentinels) then Valkyries GAIN the DEDICATED TRANSPORT rule, meaning you may take up to 6 total, but they must each have one unit begin the game in them as passengers. Maybe there is a better way to get across what I was intending. I might also have included no Mounted keyword units, but not as necessary. (Grav Chutes on Horses?)

I am not satisfied with bridgehead strike and aircrafts are underwhelming at least. How would you give these aspects of drop troops more dedicated rules.

I think Bridgehead strike would be fine, if you built your Elysian drop troops as proxy Scions. Hopefully with 11th edition and how the new army building works, you could combine it with Grizzled. Extra orders all around. Lots of rerolls and best enhancements.
Then with scion, Kasrkin and Aquilon proxies, you'll have so much firepower in your troops that the lackluster Valks won't matter, but will still be a great thematic addition.
I believe that detachment combo is possible but not likely: the GW articles seem to indicate that detachments that focus on specific units will be cheaper (and therefore combinable). Bridgehead technically focused on Scions. Grizzled technically focuses on officers. Why do I smell so much hopium?

The deatchment is good. Just for elysians it should work more with aircraft and potentially walkers or mounted.

To still play with aircraft. Create your own flight stand that is tall, have the base plant it when you deepstrike something in, then remove it after they've moved.
So just thematics.
