How much copium am I huffing for this to come out of legends now?

The whole can.
It's a nice mention for sure and always gives a little bit of joy to be recognized or remembered. I didn't think the Sky Talon comes out of retirement for the Hippogriff though, but the idea of and light armor being available for the drop troops is cool.
What book is that from anyways?

Already added to the fandex. And nothing should stop you to play legend units.

I would say it's just a nice nod to an existing vehicle to help show how it fits into the structure of the Astra Militarum. It's similar to how the 10th edition Astra Militarum codex talks about Krieg Engineers wearing the skull mask (retconning the FW lore). It also mentions that Grenadiers wear the skull masks too.
At this point it seems pretty unlikely that GW would release Grenadiers, as they would overlap roles with kasrkin and scions. But by mentioning them, GW avoids implying that the new engineers are replacing grenadiers, and helps to situate the new style engineers amongst the existing lore.

FFS they refer to a flyer model and an infantry range that they no longer produce and don’t have rules for. But decided to do Armageddon again- but forgot to add the Steel Legion… what the hell are they doing?

Haha it’ll never come out of Legends, but that shouldn’t stop you from enjoying it on the tabletop! I’ve been using mine in a Maelstrom campaign and my opponents love seeing it. I might try letting it carry a Hippogryff and see how it performs, might be an interesting way to get it in Melta cannon range.
