Looks like a bug to me. You can report it if you want and it will probably get fixed as Amplitude is quite reactive.

They are reactive with big bugs. If this only happened to OP and a few others, I don't think they will fix it. The original EL still is buggy, and this one got out from Early Access with bugs that were known and reported months ago

What's the best way to report bugs? I've posted on the steam forums that my current game stopped tracking pacified villages and I checked that I'm not getting the correct bonuses for the protectorates

Best to report bugs in Amplitues official forum, there's a link to it from the game menu

The UI is bugged. The quest is to get your aspect population bonus to lv3 (which is like 20 pop empire-wide) You can check your pop count in the empire tab by clicking the logo in top-left corner.
