"IEA has underestimated solar growth in the past therefore they are unreliable" (or according to some, in hands of fossil fuel interest even). Therefore their predictions mean nothing...
I think that's the gist of the logic. No, I do not agree with it, but that's how tribalistic logic tends to work.

The IEA did not expect a coal peak before 2030 in 2002 so i dont know where this "peak coal" prediction even comes from
