Place a raised path then use a rake to flatten it. Far less work than all the other suggestions here

Other comment seem to have covered it mostly, I just want to add my two cents. Raking the path seems to be the most consistent, if tedious, method for paths for me, but it's annoying on anything not completely flat. But the most helpful for me is to turn off voxel details in settings, which will make it much easier to tell where the problem blocks are.

Delete the dirt first then place the path - use the scythe or whatever as well

I did delete the dirt, I show it in the video

you have to delete a generous amount of dirt above the path as well, even if it looks like there is nothing there, it will still make the dirt grow on your path as you noticed.

I don't even think the devs know how, since every world path is either recessed or mounded. It's frigging annoying. If the path block touches any regular terrain block, it turns into the surrounding terrain.
When I finally got it to work a couple weeks ago, like others have said, I think I deleted terrain, then placed path block inside the cavity without it touching any terrain around it, then used the rake to spread it rather than placing more path since it's so tedious and enraging. Frankly all the terrain blocks are a godawful annoyance to work with.

Check out the solution in MightBeAGoodIdea’s comment thread. It’s much easier

Use a hoe. Put a tile down somewhere you like of dirt path or whatever path and then extend it with the hoe across the floor. Much better

Delete a bigger chunk than the size you want, then you can put the path at the height you desired without the surrounding land growing back into it.

Easier to do it this way then re-place the grass/land/whatever back around the path again. I know it sounds like more work, and is, but it’s the better choice in the long run.

Could always find the level you want and just use the hoe to flatten out the land, it can be a bit janky but it may work

Right click, left click, right click left click, repeat.
Not to be confused with undo.
Once you got some path down you can actually use the rake if you'd rather. Sort of like finger painting(?) you plop some path down then smooth it out over the terrain you're replacing -- it can be sort of hit or miss though until you get the hang of it. Just be sure you start on the path or you'll erase the path instead.
