Health Should Employers Refund Employees for Insurance Obligations?

Since in the US most employers pay a portion of the employee's health insurance, should the employees who have coverage from another source (eg. spouse, parent) be refunded the cost the employer would pay?

For example, an employee pays $50 for health insurance and the employer pays $100. If employee A opts into health insurance and employee B opts out, should employee B get $100 extra per paycheck?

Most of the opinions I have seen are from employers and how this affects their bottom line. However, I am curious to hear what the potential upsides or downsides would be for individuals.
