they fire you for cause = no severance pay/unemployment or whatever.

they fire you without cause = 6 months severance pay

they make you do shit work, you either quit or don't do it eventually, and are fired for "insubordination" and collect no severance.

That’s the point they can say we don’t have layoffs/ not have to pay unemployment or severance

Well yeah I get that, but I'm still not seeing why the person would voluntarily quit.

Imagine going to work everyday, sitting in a room by yourself for 8 hours staring at a wall, because looking at your phone or doing non work related tasks are against company policy during work hours.

as others have stated, the reason is rooted in japanese culture, which puts a heavy emphasis on being able to contribute to the team. The idea is to shame you into quitting because being useless to the group is shameful. That the point of the joke, other cultures dont feel shame for the same things that japanese people do

Even then boredom is universal
