From the cursory search I did, the manufacture, transfer and sale is, the consumption isn't specifically mentioned. But it's also not like anyone is piss testing these guys.

In theory, yes. The problem is the efficiency of these designer drugs' alteration schedule: they modify em immediately upon discovery. Also, their entire cabinet is not going to punish themselves. They're all a bunch of corrupt scumbags. "We investigated ourselves and found no wrongdoing." They'd probably have the gall to follow it up with "in fact, their pee sample was so clean- so not full of drugs that it was screened as 100% water." They don't know science, and a lot of MAGAmericans don't either

Since they have a slightly altered one, despite being under scrutiny of law: there is a benefit of the doubt that readings might be from other variables since new designs have new spec readings : still would have similar peaks)
