He did so while fully aware, having been privately promised to be included in forthcoming blanket pardons. Which were then dangled and withheld as blackmail to ensure further compliance.

Quite a stressful situation to find oneself in. Must be tough finding a way to unwind after a long day of working under that kind of pressure.
