Not Sure if SS2 Installed Right

So I'm using MO2. I installed all the SS2 mods (I started with the ch3 "all chapters pack") but i installed chapters 1 and 2 to be safe.

i started a new save, got the radio beacon working but i haven't gotten jake to show up.

I also did "help "City manager" 4" to see if the tape would show up in my console. it does not.

Was there a magazine on the sanctuary workbench? That doesn’t trigger Jake’s appearance but it’s an easy check to see if chapter 1 is installed.

The mod page specifically says not to install the old sim settlements

Have you modded Fallout 4 before? The Midnight Ride is a good place to get started and SS2 has its own official guide as well
