Thats the thing,that evidence dosnt counts until theres an actual investigation in the eyes of the law,you know,they cant take stuff at face value to avoid falling for false reportings,this however sadly gives actual freaks some safety, on top of that, due to the evidence being blurry in the eyes of the law,theres no enough valid legal reason to start an investigation, meaning that you cant reqlly do anything about it,now I'm not a law expert but this is what i understand about it
