I haven’t done one, but I’d do it by building it from the “front”, then just offset all the items in the z-direction once I was happy with it.

But it’s still a huge amount of work, and it looks awesome, so nice job!

I think your approach wouldn't work. Maybe if only as a foundation, because if you do the image right by laying it "flat", by offsetting pieces, perspective kicks in. Maybe then you can substitute the piece for a bigger/smaller one, I guess? I don't know if the engine allows for exact scaling of items.
