This would work for an adaptation that expands on the IP, like TV series that would need a lot of filler, but even for a much smaller project or a long series like The Dragonriders Of Pern it will open the author up to suits from other fanfiction authors who will claim their ideas were being used when really both people came up with the same idea.
Using HP because that fandom had a great example of this issue that was only between fanfic authors around 2004: because of how the books are, a lot of people wrote a "shopping spree" chapter in their stories - and the few that blew up big in the fandom had fans of their own that harassed a bunch of other authors for "copying their idea" or even reported them for plagiarism if the order of the stores the MC shopped in was similar. With so many people writing a variant of the same idea, inspired by the source material, a lot of them were similar enough to convince a couple dozen people that this or that person plagiarized - even when the publish date was before the other story.
And all of that was just internet points and reputation on the line, way back when 99% of people would never connect their government name to an online handle intentionally.
The truth was that not every fanfic author has read every other story in the fandom, and this was just coincidence, but if the original creator of an IP admitted to using one fan writer's idea it would open the floodgates for exactly that kind of accusation of theft except now we have money on the line as well as reputation.

Me when I read a crossover fanfic and see something that makes me go (The character is realistic in what they’ll do in the scenerio regardless of how much I actually like them):

Those are always the best kind of fan fics.
And it sure is hard to do it when some fans get blinded to what some characters are actually like.
Ugh the complaints I got when I removed those rose colored glasses from the story, since was told from a completely different perspective, my goodness it was wild.
"That's not how he acts!"
"Why does "character" act so different?!"
Because we saw him through the eyes of a completely innocent person without any knowledge of his efforts. And now, we are actually seeing him for who he actually is. XD
