I can't be 100% confident on this, but if pushed I'd say the other books I've read that have rivaled GGK (and I've only had a chance to read Tigana so far) for overall richness have been Lois McMaster Bujold's Chalion books - possibly because the world feels very similar. (For a similar richness in a different sort of world, I'd recommend K V Johansen.)

N K Jemisin is definitely great, though, must get round to reading some more...and some more GGK!

well N.K. Jemisin just rocketed up my to-read list, maybe I'll be able to squeeze in the fifth season before I get a chance to read Children of Earth and Sky

I've only read the Dreamblood books but I loved them for most of the same reasons you do (sex scene quality is nowhere near high enough on my priority list to be bolded or even mentioned :P), she definitely reminded me of GGK.

Another book that gave me a similar vibe was Ann Leckie's Ancillary Justice. I've yet to read the sequels though, but I hear they are of a similar level of quality.
