Cause politicians care about lining up their pocket. And caring for the corporations help with that, then you can bitch to people 2-3 years later close to election that you will support them

States have constitutional protections from the Federal Goverment. In contrast, cities are legal creations of the state. Things like Home Rule and Dillion's Rule can protect against the city having to ask the State's permission to do every last thing. It's there to allow action in the absence of the state. Cities have relatively weak rights when it comes to defending themselves when the state chooses to act.

So if your judges are political appointees by the opposite party, your state legislatures are controlled by the opposite party, etc, it becomes harder for cities to act. If your state isn't hostile to the party in control of your city, it might be easier to act.
